Abstract: In Europe and most other countries, public sector governments and institutions still do not apply accounting standards, as they do in the private sector. The private sector applies International Financial Reporting Standards (IFRS) or National Accounting Standards. The main difference is that in the public sector, financial reporting is monetary. Assets, liabilities and financial result are not reported. This problem affects the responsibility and honesty of the people who run the country now, towards society, future generations and towards future rulers, creates conditions for corruption and abuse.
